Agricultural land is the first element of agricultural production, but also is the existence and development of agricultural production base. In recent years, with vigorously promoting the construction of new socialist countryside in China, the development of small towns and the development of modern agriculture, agricultural land use right in rural areas is increasingly important. Practice and research shows that the agricultural land transfer in optimization of agricultural land resources, adjusting the agricultural structure, and promote operational efficiency of scale of agricultural land plays an important role. However, the circulation of agricultural land is still subject to a variety of factors, such as the transfer of agricultural land market mechanism is not perfect, the defects and deficiencies of macro-control mechanism, whether the farmers will transfer the earth, the land of small-scale operation, etc., are serious hinder the further development of agricultural land transfer, as the bottleneck of agricultural land transfer. Therefore, by in-depth study of agricultural land transfer mechanism in Hebei Province, analyzing and solving agricultural problems in transfer mechanism, proposed the established and improved measures of agricultural land transfer mechanism in Hebei,which is urgent new rural construction in Hebei Province, is an opportunity for change in Hebei's agricultural land transfer system innovation of traditional patterns of land protection, is an important reference in improving the circulation system of agricultural land in Hebei province.This article made use of theoretical analysis, survey, historical analysis, induction and deduction and other methods, investigated and analyzed the Hebei province's status of agricultural land transfer, and concluded the problems of agricultural land transfer in Hebei province, and finally proposed appropriate policy recommendations. First it described the background of agricultural land transfer, investigative status, purpose and meaning; Second defined the associated with concept of agricultural land transfer; by studying the basic theory of agricultural land transfer, including the Marxist enterprise, property rights and land rent theory,the rent theory of Western classical economics, the new institutional economic theory, legal theory and the theoretical system of socialism with Chinese characteristics, we are to further explore the theoretical basis for the transfer of agricultural land; Through a rcvicw of development stage and the present characteristics of agricultural land system since reform and opening up in China.further explore the theoretical basis for the transfer of agricultural land. On these basises, a representatives seven cities of their nineteen rural counties in Hebei Province has been interviewed and questionnaire surveyed,according to these data statistics and analysis, we obtained status, problems and causes of Hebei Province's agricultural land transfer. Based on the above analysis, finally the policy design of speeding up the transfer of agricultural land in Hebei province has been proposed, including speeding up the policy objectives, principles and policy recommendations of agricultural land transfer. Policy recommendations include: deepening the reform of rural land property rights and improving China's rural land system; appropriate to relax the scope of land use in rural areas, expanding the land transfer business entities; improving the entire market mechanism including of the rural land exit and re-transfer mechanism; perfecting related supporting measures to strengthen the standard management, and improving the risk prevention mechanism of agricultural land transfer; fully respecting the wishes of farmers to effectively protect the legitimate rights and interests of farmers; unbanning rural labor markets, and promoting the process of urbanization; establishment of a multi-level security system in rural areas, to create favorable external environment for agricultural land transfer.The possible innovation of this article is:First, summed up the seven existing characteristics of agricultural land transfer; Second, study on the agricultural land transfer,not just stay in the system factor level, but reach out to non-institutional factors; Third, the innovative use of "practice" of the structure-"the object, subject, agency" and its unique use of the analysis of existing problems in Hebei Province's agricultural land transfer, opening up three new perspective---the object, subject, intermediary; Fourth, in policy recommendations, the author for the general idea of agricultural land transfer in Hebei Province put forward the idea of pattern innovation:" adhere to the four principles" "Innovation five mechanisms", "highlight three of the to promote", "the four promote" Fifth, try from more points to demonstrate that how to co-ordinate urban and rural labor markets, and promote the urbanization process,in order to accelerate agriculture land transfer in Hebei Province.
