Throughout the history, the ocean has played a crucial role during the development of the world. As the natural medium which contacts the hinterland, the ocean and the international air transports, as well as the junction point of the ocean and the mainland, port has been regarded as the special international logistics node, and its role is self-evident. The development of six urban agglomerations in the world are relying on ports. All of modern maritime countries have developed port systems. In other words, it is the port that achieves modern civilization. As for China, it is impossible to own increasingly prosperous international trade activities and brilliant social construction without the development of ports.China has more than18,000kilometers of coastline and ports are full of great potential. However, how to improve port efficiency has become an important issue facing each port today. From a micro perspective, port efficiency is that the port configures a variety of resources to the best degree; from a macro perspective, it is the economic growth rate contribution to the country. A port with high efficiency will use the minimum input for maximum output and play a vital role for the local economy, and thus for the hinterland. However, an inefficient port could bring a waste of mass production resources.Although Ningbo Port is one of the early opening ports, there is always some gap compared to other regional ports such as Qingdao Port and Shanghai Port. Where the gap comes from, and how to make it up need us to deeply study Ningbo Port efficiency and implement a series of targeted measures to ensure sustainable development. By studying industry researches of port efficiency, a port efficiency evaluation system is established and through the empirical analysis of Ningbo Port. the corresponding efficiency recommendations are proposed.
