Research On Logistics Efficiency Of Yunnan Border Port Based On DEA Method

The world today is a world of economic integration and globalization,and the trend of regional economic grouping is also growing.The border areas are directly adjacent to the two countries,which is the forefront of political,economic,cultural exchanges and cooperation between the two countries.The frequent flow of human resources and factors of production has brought about broad prospects for the border areas.Yunnan Province is China's southwest border province,adjacent to Myanmar,Laos and Vietnam theses three countries.Yunnan is surrounded by a long border line of 4060 kilometers in total,of which 1353 kilometers adjacent to Vietnam,710 kilometers to Laos,and 1997 kilometers to Myanmar.On November 3,2011,the State promulgated The Opinions of the State Council on Supporting Yunnan Province to Accelerate the Construction of an Important Bridgehead for the Southwest Opening.On September 7,2013,during the visit to the Central Asian countries,Xi Jinping first proposed to build the "Silk Road Economic Belt",namely the "Belt and Road" policy.This policy will promote China's closer economic ties,deeper mutual cooperation with Southeast Asian countries and broader development space,from which the development of the logistics industry in Yunnan border ports will benefits.In the context of these policies,the Yunnan border port logistics industry ushered in an unprecedented opportunity for development.Whether domestic or foreign,logistics industry is an emerging industry.The development of modern logistics industry marks the level of a country's or an area's economic development,reflects its economic social service level and comprehensive supporting capacity and plays an increasingly important fundamental role in the national economy.Therefore,it is of great significance to study the logistics efficiency of border ports in Yunnan.This paper first introduces the concept of the status and efficiency of the border ports in Yunnan,expatiates the basic principles of data envelopment analysis(DEA)and Malmquist index method,and then based on the characteristics of border ports in Yunnan,of which 15 border ports are selected as the research object,establishes the input and output index system of Yunnan border port logistics.The analysis of the static efficiency of the panel data collected from the 15 border ports in 2011-2014 is implemented by data envelopment analysis,and the corresponding dynamic analysis of the productivity is carried out through the Malmquist index method that based on DEA to find the factors function.Combining DEA with the Malmquist index method that based on DEA,this paper analyzes the status quo and the reasons of the low efficiency of the logistics industry in Yunnan border ports.Based on their actual situations,advice on improving the ports' logistics efficiency is proposed in view of the universal inefficiency in most China's border ports.
