Study On The Sustainable Development Mode For Operation And Maintenance Of ITS And Evaluation System In Shenzhen

Shenzhen government has issued the document of Notice Publication of Overall Plan of Modern Industry System (2009-2015) in Shenzhen which described clear to pay more attention to the information technology. The development of ITS in Shenzhen is especially related to the construction of Smart City. Based on the12th Five Years Plan of ITS in Shenzhen(May,2011) which has suggested to establish Four Platforms of ITS, that are intelligent instructure, intelligent bus, intelligent logistic, and intelligent government administration, to support the comprehensive city transport system, the government initiates the new "1+6"(One platform, Six system) program. And it will significantly improve the level of ITS in order to provide more comfortable and convenient traffic system for the public. But Shenzhen hasn’t scientific and systematic mode, as well as sustainable development mode, of operation and maintenance of ITS until now.This paper studies the operation and maintenance modes of ITS quasi-public goods and experience, summarizes the operation and maintenance modes of ITS which are domestic and overseas And based on these,3operation and maintenance modes have been proposed, which is Operate&Maintenance Contract, BDOT, Service Purchase and Golden Shares. At the same time, a framework of ITS operation and maintenance modes in Shenzhen which faces to Four Platforms is explored. The application scope, operation and maintenance solutions, and cases are all deeply analyzed. The results are as follows. The first one is that Operate&Maintenance Contract mode is suitable for the ITS systems, such as intelligent rail, traffic infrastructure management, which ensure the government has the ownership of them. The second one is that BDOT mode is suitable for the ITS systems, such as intelligent bus control, traffic information hot line, and traffic information service, which can adapt to develop commercializing operation by the company. And the third one is that Service Purchase mode is suitable for the ITS systems, such as video conference system, monitoring system, and JIAO YUNTONG (law enforcement by handhold terminal), which can buy the services from the mature products in the market. Furthermore, this paper analyzes the evaluation of ITS operation and maintenance in Shenzhen to give more evaluation synthetically. This paper will be of significant importance, not only in the scientific making of guidance, policies, regulatory, and monitoring mechanisms, but also the guiding role of ITS operation and maintenance in Shenzhen, as well as in China.
