The Study Of Countermeasures To Increase Farmer’s Income

Reform and opening up has passed three decades, under the leadership of CPC and Chinese government, the agriculture, rural areas and farmers work have made great achievements. However, due to various reasons, farmers’income is still low, to increase farmers’income is still a grim work. This problem of increasing peasant incomes highlighted the complexity, importance and urgency of China’s "three dimensional rural issues".In the new situation, the farmers income increase slowlhy, not only directly affect the improvement of their living standards but also to rural economic development, even social stability and the goals of building a harmonious society.However, the current situation is that so many of our measures to increase farmers income is short-dated and limited, not really solve the fundamental problems of increasing farmers income, so we need a long-range mechanism and a guiding framework to guide the completion of these tasks.This paper focuses on how to build long-term mechanism of increasing peasant incomes, the paper also reviewed the farmers income growth since the reform and opening up, analysis of factors constraining the growth of farmer income, such as the under-developed infrastructure, irrational farming industry structure, peasants lack of scientific and knowledge, the existing financial, fiscal and taxation system is flawed, the existing land system has drawbacks, the development of rural markets is slow, rural labor surplus, urban-rural division of the dual system, etc. On this basis, we discussed how to establish long-term mechanism of increasing peasant incomes with more angles:Reform and Improvement of the current land system and the household registration system, to break the urban-rural dual structure, establish and improve the rural market system, and tax and financial systems, Promoting agricultural and rural economic structure of the strategic adjustment of the positive development of agricultural industrialization, agriculture and management of the transformation of government functions, improve the farmers scientific and cultural quality, speed up the transfer of surplus labor in rural areas, developing agriculture and informatization building.
