Influencing Factors Of Arong Banner Farmer’s Income And Study On Measures To Increase Income

In recent years, issues of agriculture, farmer, and rural area has always widely concerned by the society, these issues is of the first importance in the central government’ top papers for several consecutive years. These issues, which are the mainly problems of Chinese economy development, has been long existed, with the steadily development of our economy, and complexity of situation both home and abroad, the study on its realistic meaning would be useful to the economic society. The core of the problem is Agriculture, farmer and rural area, while the most effective way to solve the problems is to increase the income of the farmer, only when their income has increased, could we realize the goal of new countryside, so that to achieve the all-around construction of a well-off society.Since the implementation of reform and opening up policy, the fanner’s income has increased rapidly. However, in the mid and late1990s, the growth of farmer’s income has decreased for four years, after2000, although the growth rate has improved, it is just recovery growth, that is, the growth rate is actually slowing. The growth rate of farmers not only influence the health development of agriculture, but also give effect to the sustainable development of our country’s economy.This article has made field investigation to he farmer in Arong Banner, Hulun Buir, and analyzed by the data analysis method, concluded the factors influencing the growth of farmers’income at present stage, and the influence that the slow growth of farmer’s income has brought to local politics and economy. It is obviously that with the highly development of economy, the problem of income gap between rural and urban resident is widening, low standard of farmers’social security, slow growth of farmer’s net income, all these problems has seriously effected the sound and fast development of local economy. On the other side, we could learn from the analysis that the influential factors of Arong Banner farmers are, historical factor urban and rural system, subjective factor farmers’personal quality, structural factor the unfitting agriculture and rural area’s economy structure, realistic factor the underdeveloped rural and agricultural infrastructure, the objective factor natural disaster and market risk. Through the analysis of these factors, with the consideration of local situation, this article has conclude several suggestions to increase the income of the farmer, such as, reform the urban and rural system, balance the development of urban and rural area; Arong Banner’s government should enlarge the investment in education, constantly improve the personal quality of farmers, vigorously develop rural cooperation organization; government should strengthen the support to farmers, complete the construction of infrastructure of rural area and agriculture; increase rural production prevention, ensure the income of farmers increase steadily.
