With the coming transformation era of global economic structure, the traditional energy structure has been unable to meet the rapid development of economy. Meanwhile, energy, as the "lifeline" of economic development, plays an important role in economic structure adjustment. Unlike the two great revolutions that world energy structure has been through, nuclear energy, as a kind of clean energy, is becoming more and more important to the economic development of the whole world. Also, different from other clean energies, nuclear energy is a special kind of clean energy, which may encounter risk problems like nuclear accident during it’s development.The Fukushima nuclear power plant accident was not only the problem of Japan, but also being entitled with global characteristics under the view of risk society. The safety issue of nuclear development also caused great attention of all walks of life after the accident. More mature countries like Japan in nuclear development, and rapid developing countries like China in nuclear development, all suffered a lot. Therefore, it is necessary to compare those two countries. This paper compared the risks the two countries are facing now, and tried to analyze the existing problems in developing nuclear energy from the historical and realistic perspectives. Through comparisons of the two different forms of nuclear energy development, it is much easier to grasp the basic situation of the global nuclear energy development under the new conditions. At the same time, taking advantage of reflection in risk society to compare both China and Japan’s countermeasures is not only beneficial to a better construction of nuclear energy development, but also to the basic tendency judgment global of nuclear energy development.
