Study On Zhuzhou’s Industrial Structure Change And Upgrading

Since1949Zhuzhou’s industry institutional changes can be divided intothree stages: The first stage is from1949to1957. The industrial structurefeature of this stage is based on agriculture as the main body, while industrydevelops rapidly; The second stage is from1958to1992. The feature of thisstage is based on industry as the main body and heavy industry have monopoly;The third stage is from1993to now. The feature is to industry as the main body,and the third industry has a steady development. According to Chenery’s newstandards, to2010, Zhuzhou has entered into the post-industrial era, roughlyequivalents to the average level of Western Europe in the middle of1960’s, andcloses to the level of Japan in1964. However, from the perspectives ofindustrial structure and consumption structure, there is still a gap in thecharacteristics of the industrial age. It’s also that using the new standards tomeasure the industry structure of Zhuzhou, mainly has the following problems:One is the proportion of the three industries does not match the economydevelopment level. Zhuzhou’s current industrial structure and the model of theproduct’s structure do not adapt to the requirements of the new industrializationand economic development; The second is the economic growth relys too muchon the second industry. Although the second industry is big but not strong; Thethird is the tertiary industry development level is low and the internal structureis unreasonable; The fourth is the adjustment of industrial structure are facingmore energy and environmental pressure; The fifth is the emerging industry investment is insufficient, and the policy orientation is not obvious.To solve the problems of Zhuzhou industry development, we mustoptimize Zhuzhou’s industry structure and can proceed with the following fouraspects: One is to optimize the proportion of the three industries, but thepremise must be the second industry to maintain absolute increase in total,namely through the quantity increase and the volume lower to achieve theoptimization of the three industries’ structure. The second is to advanceagricultural modernization from the following two aspects: one is focus on thedevelopment of ecological, recreational, experience, tourism in one of themodern leisure agriculture, and the other is to vigorously develop modern cityagriculture, which needs the development of farmers’ professional cooperativesto provide organizational guarantee. The third is to advance new-styleindustrialization. On the one hand, we should transform the traditional industry,develop the strategic emerging industry, and improve Zhuzhou’s newindustrialization development level; On the other hand, to park economy as thecarrier, and further promote the new industrialization in Zhuzhou. The fourth isto focus on the development of the tertiary industry, we should not only focuson the development of producer service industry, but also boost thedevelopment of culture creative industry in Zhuzhou.
