With the gradual deepening understanding the law of the economic development, it is recognized by most countries that the economic development is instead of economic growth and improves the quality of economic development. Economic development not only means that the expansion of the economies of scale, but also is more widely connotation than economic growth. It is not only including the economic aggregation and per capita consumption growth, but also emphasizing that the basic changes in economic structure. Especially people of the nation are involved in the development process and share the fruits of economic development as the host. More over, the development of the course of the science, education, culture and public health, the improvement of the quality of people’s lives, ecological balance to maintain, the use of natural resources, the environment pollution treatment, and the changes in the quality of the entire socio-economic.This article is attempted and summarized from the quality of economic development so that a more scientific perspective on the research of scholars at home and abroad. Then we give out a clear definition to the quality of economic development connotation. We try to build an index system basely on this system that can reflect the quality of Hebei Province economic development comprehensively. According to these indicators using the entropy method and factor analysis method we can evaluate the quality of economic development in Hebei Province. Then the main factors are analyzed that affect the quality of economic development in Hebei Province. The goal of this study is that the suggestions put forward to improve and enhance the quality of economic development in Hebei Province.The article is divided into five parts:1. Introduction. Introduce the research questions in this background and significance of the topic, research status in home and abroad, ideas and methods of this study, the framework of the study and research and innovation.2. Theoretical connotation and evaluation index system of the quality of economic development. Firstly, we define the concept of economic development and describe the relationship between economic development and economic growth, sustainable economic development and scientific development concept. Then lead to the connotation of the quality of economic development. Secondly, we are going to build the quality of economic development of the evaluation index system. In this article we attempt to build the quality of economic development of the comprehensive evaluation index system as comprehensive and representative as possible from six different angles.3. The quality analysis of economic development in Hebei Province. Descriptive analyze the economic development and combine with charts from six perspectives in Hebei Province.4. Evaluation of the quality of Hebei Province economic development. By using entropy method to get weights given for each index and then give a comprehensive evaluation of the quality of economic development in Hebei Province and analyze the evaluation results. After that we are to adopt factor analysis to analyze the quality of economic development in Hebei Province and the other nine provinces. Then get the composite score and the provinces rank as well as identify gaps and analyze the problems in Hebei Province economic development process.5. Suggestions to improve the quality of economic development in Hebei Province. After former comprehensive analyzing and evaluating the quality of economic development in Hebei, we will describe the quality state of economic development in Hebei Province. And put forward suggestions on improving the quality of economic development in Hebei Province.
