In the background of European and American debt crisis, the global economy slowrecovery, the countries all over the world are seeking for their economic change anddevelopment. During the time of the12th Five-Year Plan, our economic structure hasexperienced a change. Further adjustment of industrial structure, urbanization speed, securityroom and high-speed rail construction increase rapidly pull the demand of the steel. Steeloutput is also in rapid growth trend. On the other side, the earthquake happened in Japan inMar.2011lead to Japanese steel supply reduced and the potential demand of post-disasterreconstruction. In2010,our volume of production of raw steel reached625.3million tons is5.71times than Janpanese. Chinese steel industry has been in a pivotal status in global. In themeanwhile, steel is longitudinal extension of the industrial chain including upstream—ironore, midstream—manufacture and downstream—real estate, shipbuilding and infrastructure.It can drive the development of secondary industry and tertiary industry. Especially after thefinancial crisis, Chinese and Japanese steel industry slowly recover in the face of severe cases.The structure of steel industry is changing. Chinese steel industry will be faced withincreasingly fierce international competition.So at present is our steel industry competitive? Whether the industry has derived thedevelopment of the related industry? This need to know about Chinese steel industry chains.And in the process of national economy structure adjustment, the development of steelindustry is important to our economy boom. Moreover, Japan as great power of steel industry,has significance to the development of Chinese steel industry. Therefore, in the analysisperspective of industry chains to search the competitive power comparative of Chinese andJapanese steel industry is also realizable. Only analysis to industry chains of steel, to find outthe influence factors of competitiveness and the gap between China and Japan can promoteour steel industrial competitiveness via formulate the corresponding policy. Thereby it willdrive other industries and promote the whole economic development of our countries.Thus, this article firstly analyzes the context of the debt crisis situation at home andabroad, and made a study of the significance on the international competitiveness of the steelindustry, and then analyses the basic theory of the industrial chain as the theoretical basis tostudy below. Then through the comparison between the two countries the development ofsteel industry, from the development situation of the whole industry chains, presentation thedevelopment situation of Chinese and Japanese steel industry. Secondly, by the index tomeasure the competitive power such as MS,TC and RCA analysis Chinese and Japanese steelindustry’s competitive. Again, detailed analysis of the whole steel industry chains developingcondition and reason and through the case and empirical analysis Chinese and Japanese steelindustry competitive power comparative. Thirdly, detailed analysis of the Japanese steelindustry chain on the middle reaches of the iron ore imports and steel resources and theircomparative production and downstream supply and demand and the reasons for the twocompanies through the Anshan Iron and Steel and Nippon Steel Case and exportcompetitiveness empirical analysis to compare the Chinese and Japanese steel industry competitiveness. Finally, according to the result above analysis put forward the correspondingpolicy. It will play a reference role to the development heathly and enhance our steelindustries’competitive.This article used the method of comparer and demonstration,analyzed the Chinese andJapanese impacts of industry chain to steel industry competitive power’s influence. Then theauthor put forward the policy to hence competitive power Chinese steel industry.
