China is a country with a vast territory and complex geological structure. Eversince,China is one of the worst affected areas by the natural disasters. In recent years,we suffered a series of serious natural disasters. These disasters have causedtremendous losses in the lives and properties of the people in affected areas, and alsogreat difficulties in economic construction. After the disasters, how to carry out therescue work efficiently and avoid the secondary hazards is the most importantproblem we must think. So the disaster emergency management is a severe challenge.First,this article elaborated the concept about grain emergency logistics, includecharacteristics, structure, function, and the differences and relations between grainemergency logistics and general business logistics. And we stressed that the mainpurpose of grain emergency logistics is take the maximum limit grain supplies to theaffected areas as soon as possible with uncertain demand and road conditionmessages.Secondly, this article gives logistics the definition of grain emergency logistics, asummary of the logistic characteristic of emergency and emergency supplies of foodand logistics operations. On this basis, the establishment of contingency provisions ofthe principles of the logistics system for grain emergency logistics of the differentstages, and analyze the operation of the logistics process and system of the variouselements, with all essential to optimize on the improvement made some suggestions.Finally, the article studies the combination of the question of emergency.emergency grain aid to the actual operation mode, the emergency dispatch into areasoutside the emergency transport and the emergency supplies of food deliveries twophases, each phase of the many goals planning models. The first stage of the"minimize the response time, minimize the number of the fewest”, The second stageof the problem is attributed to a time traffic problem that arrival time is limited tofood distribution needs time to dip into the distribution of the road traffic at least, andalways walk to the target. For the two models, in this article I designed and givealgorithms, and use for each I use an example for calculating, verifying the validity ofthe model and algorithms.
