According to some fomer research results and the characteristic of the logistics enterprise,established an evaluating guide system for Virtual Logistics Enterprise; basing on the whole validity of partners' combination, established partners' selection model which has three phases: first selection based on relation theory, second selection based on Analytic Hierarchy Process and last selection based on Genetic Simulated Annealing Algorithms. Finally, giving an example to checking the arithmetic based on VBA programming language.In this paper, it combines theory and practice together. After the contrast of algorithm and the consideration of all kinds of factors, it presents an effective and excellent solution of partners' selection for the Virtual Logistics Enterprise.
