| From the1980s, in some developed countries, modern producer services, such as finance, software, information and research have become pillar industries. Our government points out in the "Twelfth Five-Year plan " that we should adjust the economic structure, transform the mode of economic development and accelerate the development of producer services, and writes a single part named"speeding up the development of producer services" in Chapter15. Under the guidance of the central policy, in the period of "Eleventh Five-Year plan". Shandong Province took the development of the service sector as an important measure of the djustment of economic structure and changing the mode of development, the services sector showed faster development. But on the overall point of view, Compared with the developed provinces of Guangdong. Shanghai, Zhejiang, Jiangsu, the industrial structure of Shandong Province, has not yet been optimized, although the output value of the service industry in Shandong Province in2010ranked third in the nation, the traditional service industries accounted for more than30%. the emerging high-end producer service developed insufficiently.The basic mode of this thesis is" theoretical analysis-current situation and reasons-draw-conclusion", and the thesis uses a variety of methods, such as theoretical analysis, quantitative analysis and comparative analysis, which is taken to objectively evaluate the development status of Shandong producer services.By drawing on the experience of relevant provinces on the development of producer services, and deeply analyzing the internal reasons and external factors that cause slow development of producer services in Shandong, this thesis aims to make policies to promote Shandong producer services by leaps and bounds. The main conclusions of the study are as follows:1. In the period of "Eleventh Five-Year plan", Shandong producer services achieved rapid development and growth, and accelerated the pace of development, but internal structure of industry was mainly centered on traditional industries, industrial capacity to absorb employment was still on the upswing, and also contributed to the local tax.2. While the overall size of the Shandong producer services living in the forefront of the country, the overall competitiveness can be further improved. Gaps with advanced provinces are mainly in:high proportion of traditional producer services; less investment in modern producer services; high degree of industrial agglomeration, smaller competitiveness of important industries; productive services and manufacturing has not yet formed a fusion development trend.3. Compared to the national average, the promotion of the development of the manufacturing sector and the capacity to absorb employment of Shandong producer services are both higher than the national average, and maintain a good momentum of development. Shandong producer services play a more obvious and positive role in promoting the manufacturing sector, and the fusion between the industry trends is gradually strengthened. Among above, the role of the modern producer services is significantly higher than the traditional producer services. The employment absorption of Shandong producer services is much higher, although the absolute number of traditional producer services for creating jobs accounted for80%of total employment in Shandong producer services, the modern producer services such as finance, information and software have shown a higher employment elasticity.4. From the experience, we can learn that:the government should play an active role, study and formulate personalized, diversified and multi-level policies system to accelerate the development of producer services, and fiscal and monetary policies should play leading roles. Especially, a wide variety of policies should be taken to accelerate the development of producer services, such as increasing the investment of financial capital and reducing the tax burden, speeding up the development of service outsourcing industry, promoting actively the social and marketization, and eliminating policies to restrict the development of service industry and environmental barriers. |
