National "Eleventh Five-Year" Plan will accelerate the development of services, particularly producer services in a very important position, proposed to optimize the development of service industry structure, vigorously develop the production-oriented service industries. In the context of economic globalization, the producer-oriented service industry that the rapid development of productive services, this trend has aroused world-wide attention and attach great importance to the production of the service industry now is becoming the leading industry in developed countries and the dominant force in economic growth, but also in many developing countries will also be productive and services as the focus for economic growth. With China's accession to WTO, services and producer services will be fully open, and productive service industry will face new challenges and opportunities. The gradual deepening of global economic integration, today, in 2008 originated in the U.S. financial crisis on world economic growth and China's economic growth have brought serious challenges, but also exposed the contradictions of China's traditional approach to development and problems. In this context, to accelerate the development of productive services has become the country out of financial crisis, and change the plight of a new way of economic growth, China's economy has entered a new stage of development of the inevitable choice. In this paper, to put forward to reform and improve our existing services and productive fiscal policies to promote the productive development of service industries to improve productivity of China's service industry competitiveness.Literature at home and abroad studies have shown that fiscal policy in the promotion of producer services play an important role. In this paper, the production of content and features of the service sector, analyzes the fiscal policy tools to promote productive development of service industry and the role of the theoretical basis for the mechanism of China's Producer Services in fiscal policy, the status quo and existing problems, trying to learn from abroad experience, combined with the productive development of service industry in China based on the realities on the promotion of productive services sector fiscal policy recommendations. Full-text is divided into five parts: The first part focuses on the production of services of international and domestic background and significance of thesis research purposes, at home and abroad for the promotion of productive services sector fiscal policy research, literature review, thesis research framework, research methods. The second part analyzes the financial and tax policies to promote productive development of service industry and the role of the theoretical basis for the mechanism. The third part of the analysis of China's service industry to promote the development of the productive status of fiscal and taxation policies. The fourth section describes the different countries in the taxation of foreign policy and promote the productive development of service industry practices, in order to improve our promotion of productive development of service industry Experience in financial and taxation policies. Part V of productive services for our existing fiscal policy shortcomings and put forward proposals to reform and improve and promote the development of China's productive services and competitive capabilities.
