In the 1960s, developed countries completed the industrial economy to a service-oriented economy of the conversion, the newly industrialized countries to start a service-oriented economy conversion in the 1980s, and the developing industrialized countries in the 1990s to the beginning service-oriented economy conversion. Through the study of literature at home and abroad related and a comparative study of the productive services development of domestic and foreign cities, "internal support", "open to the external" and "the productive service supply of government" are deemed to the core of one city's producer services development.Based on the perspective of ecological relationship and existing research, combining with the practice, firstly the paper measures the symbiotic degrees of Panjin City's productive services and basic industries, which helps to clarity the "symbiotic" status quo of Panjin city's productive services and basic industries. Secondly, in literature reading and research in this field, on the basis of productive services and the questionnaire of enterprises answer to, the paper proposes the "symbiotic" impact factors analysis framework of the productive services and basic industries, and then analyze them by the empirical method, more over verifies the influencing factors of "ecological relation validity" with the investigation case. Then proposes countermeasures to the productive services development from the following facet. First of all, through the implement of the recycling industry, effectively use of basic industries' boosting affection to the productive services; Secondly, the development plans should be worked out to change the backward situation; Finally, build an interactive development environment between productive services and basic industries through playing government dynamic role. The view is mentioned that development of the productive services can not be deviate from the external market expansion and the introduction of exogenous. Outlands market should be expanded through the advanced service forces of the region, concretely including oil exploration services, agricultural irrigation technology service, reed technology service and strategic oil reserves service etc.The external (domain) introduce of productive service resources should be paid attention to, through investment leading into domestic and foreign technology, funds, talents.Government is an important productive service. The government's service work that enterprises are taken as object is widely, service means also diversely, including the policy, project and financial support. Technology service platform of innovation resources integration and consolidation should be established, facing productive services platform of the small and medium-sized enterprises, improving the integration platform of oil companies and local cities, accelerating the construction of credit system.In the process of research, both of the "Scientific principles" and the solving of city's existing problems are put to use. Although taken the Panjin city as the case to be stuided, but proposed the suggestion countermeasure also has certain reference value to other cities.
