With rapid development of economy in China, researches on evaluation of quality safety of products which attracts much attention from various circles of society have also been proved very much. Because it is not only correlating to the safety and health of customs, but also relating to development of enterprise and the country. However, in recent years there are some illegal companies even sacrificing quality of productions in order to obtain maximum profits. In a certain sense, they harm customs and society very much. For the sake of supervising and conducting enterprise efficiently, it is definitely necessary for further study on evaluation of quality safety in detail.In this thesis, we have complete the risk analysis of the factors which can affect the quality of products on the basis of other quality risk study and combination of the information stage such as Administrative License Information Stage exploited by Shandong Quality Inspection System. According to construct relative scientific、 universal、and reasonable risk evaluation system model, we can evaluate the enterprise、 specify its risk source and finally help them to prove its production and competition in market.In the process of studying on this issue, we propose a "two-step risk evaluation measure" by basing on the quality management in theory, substituting risk management theory, and using risk management model for reference. Specifically, it like this:First, evaluate the probability of qualified products. Secondly, analyze how much damage or hazard the unqualified products will case. Through specific analysis on45quality risk factors, we can get them definite effect on quality risk. And then by applying the method of LEC, we can score the factors which can induce unqualified products in half-quantity method, and recognize its risk value Dpi. According to actual situation, analyze on actual probability L and hazard E of this factor. Then by using LEC multiply once again, finally we can get safety risk value Di of each factor. In thesis, when dealing with different factors, we adopt optimization order method to allocate weight Wi to each factor, and finally get the total mass risk value of object by multiplying Di to Wi.The risk evaluation model mentioned in thesis is very easy and convenient to use in actual application. Because it just need to evaluate two values:the probability L and hazard E stated as above. In fact, this model is established to achieve "Idiot Type" risk evaluation model. In order to explain its application steps in detail, we have showed some examples referring to food company. It also can be used as instructions of this risk evaluation model for supervising department or productive enterprise.
