With the arrival of knowledge-based economy and gradually evolving globalintegration trend, the core of small and medium-sized enterprise’s competition alsoconvert to talent competition. To a great extent, the success or failure of small andmedium-sized enterprise management depends on how to effectively input and outputinnovation-oriented human capital.The theory of this paper is based on human capital theory, the research of this topic inour country is still relatively new, the importance of which is still not realized by manysmall and medium-sized enterprise. However, with the global tide of high and newtechnology revolution, the competition of global economy has pushed the competitionof material resources to human capital at present, especially the development, usage andmanagement of innovative human capital, which will be the key factor of influencingthe development of small and medium-sized enterprises. Parts of small andmedium-sized enterprises have begun to pay much attention to the investment andbenefit evaluation of innovative human capital.This paper mainly utilized the basic methods of investment evaluation in the financialmanagement, combined financial management and investment of innovative humancapital. Measurement and revenue model of investment cost of innovation-orientedhuman capital was discussed. Performance evaluation of innovative human capitalinvestment was processed through using the basic input and output and discount methodfrom quantitative aspects. The main point is to build reasonable evaluation model ofsmall and medium-sized enterprises in the aspect of innovative human capitalinvestment, among which used the method of linear regression in statistics to processanalysis of small and medium enterprises’ earlier stage, and practical application ofinnovative human capital investment model was carried out by taking Shenzhoueconomist Co., LTD for example. This thesis also put forward some countermeasures and proposals to perfect the rationality of small and medium-sized enterprise’sinnovation-oriented human capital investment.
