In general the city image, as the expression of the city’s individuality, has become the key factors of location and the main motive force of development. The core of city image is embodied in the culture. The competition among the cities is increasingly fiercer in the influences of the economic globalization and the further development of the economic society in our country, and the development of the city culture has been more and more attention. More and more people discard the view that GDP is the only criterion for economic development. But there are serious problems in the development of city culture such as understanding system varies, positioning is not clear, nearsightedness behavior of the cultural shaping, homogenization and so on. Therefore, it’s a problem solving urgently that we should how to unity the city construction and city culture to make the city become the soul homes in the promoting of the city image construction.Firstly, the paper analyses the respective basic theory of the city culture and the city image, based on the theory make independent analysis and interpretation about the city image and city culture, and explain the differences and connections between them from the appearance. Secondly, the paper draw lessons from the form of the culture in Liaobu called "Xiang city", especially the effect that the development of Liaobu city culture to the development of local city image in last few years, summarizes the experience. Thirdly, it analyses the current situation and problem of the city culture in Dongguan city, think and reposition the city image of Dongguan city, and put forward the views about application of city culture that Dongguan city need to change the management concept, mine the unique cultural resources, enhance the city citizen quality, disseminate the city image effectively, and promote the city image.
