The training work of public servant is a vital component of national civil servant system. It is a critical measure and essential guarantee to improve the qualities of staff, to construct a clean and efficiency official group, and to improve the administrative effectiveness of government.In a new era, with the require of further reform, there is also a specific demand to enhance the staff quality professionally, in order to raise the standards of the public servants.For more than a decade, though the training to public servant had made great progress in all aspects, the defect of the existing training system still had been revealed.Especially those out dated concept, inadequate regime, defective specialization, insufficient efficiency and incomplete evaluation system had brought the next negative influence.This essay had focused on the questions and put forward the solutions, following the principals scientifically and reasonably to guide the training issue of State Administration of Taxation bureaucrats, review the training with a thought for the development of science. It is the ultimate way to the prospective, normative, scientific and efficient function of public servant training.This essay takes the training of Jiangxia tax bureau for instance, obey the logical relation of "challenge-analysis-solution", the research technique settled on the qualitative analysis primely and quantitative analysis as subsidiary. To analyze on dialectic relationship between China and abroad.This essay follows the research process from abstract to concrete, from theory to practice, from general to specific. Primary study on methods for integrating theory with practice, conflict analysis, systems analysis, logical analysis.The essay consists of three parts:Part One, Primarily clarify the characteristics and importance of the public servant training to State Administration of Taxation system.Part Two, Take public servant training in Jiangxia District State Administration of Taxation for example, starts with system structure and main functions, from the political and moral qualities, business, competency in accordance with the administrative qualities to articulate the tax system posts in public service. Via numerous sorts of tools such as questionnaire and groups study etc. With case analysis to the current public servant training system and following problems. From four aspects:the concept of training and education, pertinence and effectiveness of training mechanisms, training, training analysis of the quality evaluation system, to draw a conclution to the causes of the problem.Part Three, Mainly on research to improve and perfect the systematic training, put forward suggestions on innovative training ideas, innovative training methods, basic construction of innovative education, and improvement to the mechanism of rewards and punishments.There are two highlights of this essay:Firstly applies dialectical materialism views to introspect the present systematic training, identify problems and find out resolutions. Draw on the experiences of other countries, the public servant training, combined with the developing directions, innovatively advance a new theory on construction of a systematically training system of State Administration of Taxation with contexts as setting up the training system, enhancing the management of training resources, well building the team of part-time teaching staff, innovate the training method.Secondly, with a distinctive perspective. Take a stance on the public servant training of Jiangxia District State Administration of Taxation, to analyze the critical problems on the concept of training and education, pertinence and effectiveness of training mechanisms, training, training analysis of the quality evaluation system.
