It plays an important role to research motivation system in the tax department of management. In this article, draw a Fair Theory, Two-Factor theory, the theory of Growth-Motivation theory, the reinforcement theory and other relevant theories, by empirical study which takes the approach of linking theory with reality, the combination of quailitative characterization and quantitative analysis. This paper tends to study the state administration of taxation of S county, in order to find and analyse the existing issues and causes of current motivation system , to explore some improving measures and strengthen the existing system of motivation.First of all, this paper, introduce the background,purpose, significance, the theory at home and abroad and the general idea. Second, Based on the introduction of the basic conditions of civil servants in S County, by a questionnaire survey,author began to analyse the superior and inferior in the state administration of taxation of S county. The writer believes that S County State Taxation Bureau exists five problems, including a formality in examination system, low salaries, a lag of system of rewards and penalties, insufficient training of civil servants and low participation in the work. Later, This paper pointed out that the above problems have three reasons: first,weak material motivation, which makes civil servants are not satisfied ;second,a lack of scientific personnel selection and employment system ,which leads a lack of work motivation;the last, a lack of moral motivation, which has lead to the weakening of sense of responsibility .On this basis, the paper elaborate on the basic principles of the civil service motivation system from three points: interests, responsibilities motivation,giving priority to efficiency with due consideration to fairness, a combination of organization-motivation and self-motivation.Finally, in light of new situation of S county, it's proposed that to increase grass-roots civil servants work activity,to rebuild related motivation system by some new way, in order to provide effective references to the relevant departments of the decision-making and human resources management.
