Currently, China’s large-scale implementation of affordable housing, requires significantcapital. The source of funding of the construction of affordable housing is relatively narrow sothat restricted vigorously carry out the construction of affordable housing. How to get rid of thefinancing dilemma, innovative financing models become the urgent need to solve the problemsof the moment.Protection of housing construction cycle is long, the funding for construction, economicefficiency and low. Of protection of housing construction funds are still government-led. Thetask of protection of housing construction will extract land transfer net income through thegeneral budget arrangements, added income housing funds, and actively guide social capital toparticipate in, to ensure that the implementation of protection of housing construction funds.However, in the context of severe real estate macro-control, part of the city land transferrevenues significantly reduce local government land transfer net income will decrease, localgovernment self-financing there is a huge gap. As the security room is mainly involved in anumber of state-owned enterprises and the part of the leading real estate companies, coupledwith the lack of clarity for the protection of property rights relationship has been immature,business and government cooperation in the construction of affordable housing patterns, therights and obligations of the business after the completion of maintenance and otherinexploratory stage, the participation of private capital in the protection of housing constructionthere are great difficulties. Faced with the "Twelfth Five-Year" period36million units ofaffordable housing construction task, the government as the main mode of investment can notmeet the need of the protection of housing construction in China.This paper through the analysis the foreign public housing financing model as well as thetypical cities of affordable housing financing mode, collation and evaluation of protection ofhousing financing model. This paper argues that the housing finance system at the governmentlevel to improve the protection of to optimize government financing mode, play the enthusiasmof local governments and enterprises, In the construction of affordable housing, the introductionof other investment entities, for example, in the construction of affordable housing in the use ofPPP financing and REITs (real estate investment trusts), Endogenous financing model toestablish a sustainable profit model, to make up for the deficiencies of the traditional financingmodel to improve the efficiency and quality of the construction of the affordable housing.
