The Research On The Functional Condition Of Shenyang Government That Was Fulfilled To Promote The Development Of Small And Medium-Sized Enterprises

Along with the development of market economy, small and medium-sized enterprisesplay a decisive role in Chinese national economy. As the important part of the nationaleconomy, small and medium-sized enterprises promote economic development, expandemployment, ensure economy vitality, guide industrial innovation and maintain social stability.In the meanwhile the government which perform the role of macro regulation and microguidance, should perform its function exactly to enhance the support for small andmedium-sized enterprises in order to promote the their development. As the center of thenortheast China, Shenyang City, has the responsibility of re-pull the old northeast stateindustrial base. Since China established the Chinese characteristic socialism market economysystem in1992, small and medium-sized enterprises developed by a low level, and theinfluence of plan economy system had not been eliminated thoroughly. Therefore themunicipal government function of Shenyang City was not performed fully. All that seriouslyrestricted the overall economic development level in the area.The paper summarized the governmental function theory of the other scholars on thebasis of recent published academic materials. It started from the analysis of the performanceof government function of Shenyang and other regional city, conclude that four steps shouldbe taken, to fully perform the existing governmental function, to adjust the structure oforganization, to strengthen the regulations and policy system construction, and to improve themacro environment for small and medium-sized enterprises in order to take the advantages ofsuperior resource and regulation to engage the small and medium-sized enterprises andstate-owned large and medium-sized enterprises and the government.
