China is one of the very frequent floods on the country in the world, witheconomic and social development of a higher demand on the government level of floodcontrol and construction management. Government flood control and constructionmanagement as a part of the crisis management and national economic and socialdevelopment is closely related to the overall situation and people’s lives and property safety,governments at all levels to adhere to the people first and governing for the people, to fullyimplement the important manifestation of the government functions. Panyu District,Guangzhou City, as a closely related with water, is rapidly developing modern cities, improvethe government flood control construction and management mechanism, comprehensivelyimplement the scientific development concept and building a harmonious socialist society hasa very great significance. Therefore, this article tries to study how to improve the PanyuDistrict, Guangzhou, flood control and construction management capabilities.In this study, crisis management as a theoretical basis, combined with the Panyu District,flood control and construction management work practices, survey analysis, case studies andother methods from the plans for flood control, flood control and construction managementsystem, the legal system of flood control and construction management, flood control,construction management and operation mechanism in four aspects of theirGovernment floodcontrol construction and management of the status quo system was comprehensive andin-depth analysis；then correspond to the main problems in the proposed Panyu District, floodcontrol and construction management work and inadequacies; The final thinking on theseissues, and establish flood control construction management concepts and improve thesystem’s point of view of the above four recommendations, in order to be able to furtherimprove the Panyu District government flood control and the level of constructionmanagement, flood control and security to adapt to the new situation.
