Study On Calculation Of Social Benefits Of Flood Control

Flood control problems historically come from the detrimental evolvement of hydrology, resource and environmental features of flood control caused by natural factors and human influence. The quantitative analysis on flood control benefit is an important part of the economic evaluation of water conservation projects. Aims of flood control benefit calculation are to introduce science into procedure realize scientific and democratic decision-making in flood control projects reduce or avoid misplay in investment, and employ finite resources into project which benefit economically and socially. Thus, quantization of flood control benefit is vital to improving economic benefit.This paper is based on the analyses of current calculated boundary of the flood control benefit, according to the defect of the current boundary and contents, puts forward some practice views. This paper first analyzes the content of the flood control benefits that should be considered, then definite the boundary and contents of the flood-prevention economic benefits. The results prove that quantized social economic benefits of prevention-flood include land value that flood-prevention project increases, the land increased utilizes structural adjustment, development of littoral district of the river, appreciation and improvement of urban real estate, the improvement of investment or financing environment and especially analyzes the causation of social economic benefits carried on by the flood-prevention project. At last, it establishes some models according to this consideration of calculation above.An evaluation index, a quantitative method and subsequently an evaluation model were proved to be feasible through the case studies, such as the reinforcement project of the Changjiang River in Nanjing City, and its influence to the real estate value of the West River district. The construction of flood control projects infrastructure will help to improve local environmental water capacity, quality and enrich landscape, increasing incomes with the increasing opportunities for tourism, shipping, breeding of fish stocks, increasing real estate prices, and ensuring rapid economic development and long-term social stability.
