Farmers’ income increasing means that farmers’ income increases with thesocio-economic development, and income is largely referring to the farmers’ annual per capitaincome which is compared with the per capita income of other social careers. China is a largeagricultural country,where agriculture, rural areas and farmers have always been crucial. Inthe new period of socialist construction, agriculture and rural development are facing newopportunities and challenges, and channels and the growth of farmers’ income have alsoundergone new changes. Therefore, it is of strong era, urgency and importance to solve theproblem of farmers’ income effectively.The so-called new era mainly means China has transformed from a survival-type societyto a development-oriented society and its economic development has turned into industrysupporting agriculture, urban financing rural, rural resources having been integrated anddeveloped, industrial structures having been adjusted and optimized, and urban and ruraldevelopment having been integrated, in addition, the construction of socialism with Chinesecharacteristics has gone into a specific historical period of in-depth development ofindustrialization, informatization, urbanization and internationalization. In the new era, thefollowing are the main factors affecting China’s agriculture and rural development: the effortsof national policy to support and benefit agriculture have unprecedentedly increased, whichthereby has reduced the cost of agricultural production; the effective promotion of new ruralconstruction, urbanization and the integrated development of urban and rural has changed theliving conditions and the mode of operation in rural areas; industry promoting agriculture andthe city guiding the countryside have gradually promoted the development of agriculturalindustrialization. And these factors have led the farmers’ access to secondary and tertiaryindustries, scientific and technological innovation, achievements promotion processing thetransformation of agricultural operations from increasing yield and security of supply toincreasing excellence and efficiency and to the stage of deep processing. These changes areforcing traditional forms of agriculture undergo profound reforms, and ways of farmers’income increasing with the characteristics of being diverse, complex and difficult haveexpanded to modern agriculture, specialty agriculture and urban secondary and tertiaryindustries. Since the reform and opening up, farmers’ income has experienced four stages: rapidgrowth, slow growth, fluctuations in growth and a rebound in growth. In the new era, farmers’income increasing mainly has the following problems: the growth rate of it is significantlylower than that of the other sectors of society; farmers have poor abilities to adapt changes;there are obvious regional differences. The major factors constraining farmers’ income arepoor implementation of national policies, low land productivity, farmers limitations, lack ofcapacity of science and technology promotion, slow progress in construction of new ruralconstruction and urbanization, poor extent of promoting the development of the agriculturalindustry by way of industry supporting agriculture and rural regional limitations. Therefore,the main countermeasures to increase farmers’ income in the new era are: the functions of thegovernment must be strengthened to implement policies well; scientific and technologicalinnovation and promotion should be done well to make farmers educated and trained; ruralresources should be integrated to have specialty agriculture and industries developed;industrial structures adjustment must be strengthened to make urban and rural developmentdone well. Furthermore, such ideas of development ought to be fostered: the government isrelied on to optimize conditions; science and technology is used to seek changes; resourcesare utilized to show characteristics; industries are relied on to promote development.Meanwhile, the following principles of development should be adhered to: local conditionsare used to highlight features; co-ordination is taken into consideration to seek scientificdevelopment; progress should be made step by step in stability; markets must be understoodto seize opportunities. What’s more, the main aspects of the work, that is, the government,enterprises, research institutes and farmers participate in the common development of localsecondary and tertiary industries, and priority should be given to the development of specialresources, should be focused on in order to attract more farmers to participate in theproduction and management. It should be realized that farmers’ income is not only along-term problem but also one with the characteristics of development of the times andreality. The concept should also be established that development must be sought in changesand improvement must be sought in development, and we should neither stick to conventionsand beaten tracks, nor be anxious and blind. Only by adhering to the correct guidingideologies and development principles, establishing the correct awareness of development,gathering all forces and taking effective measures can we promote the continued growth offarmers’ income.
