Returning farmland to forestry project(RFTFP)that is the most widely raditatingsurface,the strongest policy and the highest of public participation is one of the ecologicalenvironmental protection project of our country. It’s a systematic project that relates tocountry,local and farmers. The conversion of farmers is not only the finally implementationmain body,but also the most direct benefit of the individual in this project. It’s the basicstrength of the whole project’s implementation. Farmers have obvious economicattributes,therefor,that farmers fully realize its economic benefits by RFTFP is the key tostimulate farmers participation enthusiasm. Farmers’ attitude of the implementation andparticipation on RFTFP is the key basic factor of the implementation of the success or failureand results keeping of RFTFP.The paper is divided into five parts. The chapter one is introduction,analysing theimplementation background of RFTFP and the paper’s study purpose and significance,thensummarising study trends at home and sbroad and the paper’s thinking,method and datasource. The chapter two is theory basis,expounding some theory knowledge that relate to thepaper’s study theme. Based on the investigation data,the chapter three is the analysis offarmers’ income change trend The chapter four classifying describe the farmers’inhomogeneity from resource endowment and information on RFTFP,then using the multipleliner regression analyse the influence degree that these factors to farmers. The chapter five isstudy conclusion and policy suggestion.The study shows that farmers’age,education,willingness and valuation on RFTF and employment have positive and significantinfluence on farmers’per capita income;the labor force,the number and percentage offarmland and returning farmland and the distance between village and town have negativeand significant influence on farmers’per capita income. In the part of policy suggestion,thispaper finally puts forward some constructive suggestions in order to keep and improve thelevel of farmers’ production and life,and consolidate and develop the achievement ofRFTFP,such as increasing labor skills training input,optimizing subsidy cash policy of thefarmers,developing high-yield and efficient agriculture and strengthening the education of policy measure and environment protection.
