River-sea transportation is a form of multi-modal transportation, which makes an organiccombination of maritime transportation and inland waterway: inland waterway provides oceanshipping with vast hinterland and adequate supply, which is the most important support andguarantee for the development of ocean shipping; ocean shipping provides a transport channelfor inland waterway to butt the international market, which is the extension and expansion ofthe development of inland waterway. River-sea transportation is a transportation mode thathas an advantage of the sustainable development. For the economic benefit, river-seatransportation can significantly reduce the unit transportation cost and reduce the loss of thegoods; for the practical operation, river-sea transportation can reduce transfer transportationlink, improve the efficiency of inland waterways and promote the standardization of theinland ship type, port operation and the integration of combined transportation.At present, in the pearl river delta region the high-level waterway network has beenbasically built, called "three vertical and three horizontal, three line": in West river trunk line,3000t ships can be steered from Guangzhou, Zhuhai to Zhaoqing directly;1000t channel fromGuangzhou to Nanning and2000t channel from Guangzhou to Guigang has been built;western500t waterway in Pearl river upstream such as Beipan river, Nanpan river andHongshui river and important500t channel in North river downstream has been renovated.The upgrading of the channel in West river trunk line and the pearl river delta region and theunceasing enhancement of inland waterway network will effectively promote the rapiddevelopment of the river-sea transportation in pearl river system.Although the pearl-river delta region has a good water conditions,the advantage ofriver-sea multi-mode transportation has not been full play. Such as Zhaoqing city, Jiangmencity, Zhongshan city. In2011the containers of those cities have a great percentage transport toShenzhen port by cars, the percentage were75%,72%,85%respectively. And those cities allso have a great party of containers were transported to Nanshao port by cars. That means therequirement of ‘if it can be transported by by ship, then do it’ had not been full filled.However the carrying capacity of highway has trend to saturation. The traffic jam of thosecities is serious. It is hard to build more high ways to full fill the increasing requirement ofcontainer transport in the condition of lacing of land source and the cost of building highwayincreasing year by year. On the other hand, competing with waterway transportation, thehighway transportation has less carrying capacity, and the fee of it is higher. Therefor usinghighway transportation is not good for the competition of the export cargo. This paper studies on the transportation network of foreign trade container river-seatransportation system in Guangdong province. After the more detailed survey on thefoundation design and goods of main inland ports,foreign trade situation of the porthinterland and container throughput in Guangdong province, we find that there are followingquestions in foreign trade river-sea transportation system in Guangdong province: density offlight course is so low therefor cargo owners have less willing to choose waterway. On theother hand, Shipping company have less willing to development the capacity. There is a gametheory between cargo owners and Shipping company. In this paper, two models will be builtto analysis whether there is a balance point that game participants’ benefic won’t be harmed.
