Study On Developing Tactics Of Ecological Economy In Danjiangkou Reservoir Areas Under South-to-north Water Diversion Project

The South-to-North Water Diversion Project is an important strategic measure to optimize the allocation of water resources and to solve water shortages in northern China. On the one hand, the Danjiangkou Reservoir, as a water source of the South-to-North Water Diversion Project, has been given a higher requirement on the environmental protection. Those have brought certain constraints to economic development in the reservoir area. On the other hand, most districts in both this area and the upper reaches are poor county in national level or provincial level, which are badly in need of economic development. Facing a new situation, new opportunities, new challenges, the government should change the concept of development, innovate the development model with the guidance of the scientific concept of development to improve the quality of development. All of this work should be done from the view of the protection requirements of the water source in the project. While the ecological economy, which advocates the use of ecological principles and systematic engineering approach to change and optimize the mode of economic development, is precisely the most scientific and rational theory of development at this moment. It can maximize the utilization of the resource potential, and develop industries which are clean, efficient, cyclic. It can also built a rational development system, a harmonious culture and a suitable environment, which ultimately promote a harmonious and sustainable development of economy and society.On the basis of previous research, this thesis gives a further discussion on the connotation, features and the operating principles of ecological economy. Combined with the theory of circular economy, clean production theory, the theory of industrial ecology and sustainable development theory, this thesis constructs the developing mode of ecological economy in Danjiangkou Reservoir exploratorily from the prospect of macro, meso, micro. All of this is done on the base of the analysis of the overview of Danjiangkou reservoir and its current situation. This thesis also lists some economic developing measures and policies in accordance with the actual situation of the reservoir area. At last, the thesis takes Yun County as an example to make empirical analysis of the ecological economy in the reservoir area. It is of great significance for ensuring water quality and safety in this project, for achieving synchronized leaps and bounds of economic development and ecology protection in the area, for promoting the sustainable development of regional economy and society, for building a moderately harmonious society between man and nature.
