The Preliminary Study On Ecological Compensation Standard Of Danjiangkou Reservoir In Water Diversion Project

This paper selects Danjiangkou reservoir area in Middle Route of the South-to-North Water Diversion Project for studying region, profits from the relevant research results, conducts the systematic research to the eco-compensation standards of the Danjiangkou reservoir, provides countermeasures for eco-compensation of the Danjiangkou reservoir, promotes the coordinated development of eco-socio-economic and the construction of harmonious society.Through field research of Danjiangkou reservoir area, this paper obtains primary data of the social, economic, ecological environment, immigration and others, systemizes and analyzes the data. Based on the study of the ecological environment fragility, diversion water submerged loss, socio-economic development long-term limited and other issues of Danjiangkou waterhead area in Middle Route of the South-to-North Water Diversion Project, the article puts forward the necessity of eco-compensation.This paper carries out the study on reference of eco-compensation standards, including compensation principle, approach, form and standard measure. From four points view of the immigrants, non-immigrant, the reservoir companies, local government as compensation objects, the paper definites the range and content of compensation in Danjiangkou reservoir.Based on the study on reference of eco-compensation standards, this paper draws on the successful experience of Three Gorges Project, combines the practical situation of Danjiangkou reservoir area and talks over the eco-compensation standards of immigrant, non-immigrant, reservoir companies, local government. The main conclusion is that immigrant eco-compensation of the Danjiangkou reservoir in Middle Route of the South-to-North Water Diversion Project is low, in addition to the per capita housing area of immigrant compensation is relatively suitable, other compensation is significantly lower; the compensation of immigrant housing unit price, land area, means and mode of production needs to be improved; in order to safeguard the water quality after the project completion and operation, we need to compensate switching costs of the living and production for non-immigrants; this paper divides the affected enterprises needed compensation in water transfer project into two types: one is the enterprise meeting the emission standard permits approved by the government, the other is the enterprise unsanctioned by the government, confirms corresponding compensation contents and standards; the compensation for repository government should lay emphasis on effective system, key point is compensation for water conservation projects, compensation for public facilities submerged, development compensation, promotes sustainable development of the reservoir area.Finally, this paper proposes corresponding countermeasure for the development of eco-compensation standards of Danjiangkou waterhead area in Middle Route of the South-to-North Water Diversion Project: improve the eco-compensation standards; ensure eco-compensation comprehensive; guarantee the sustained and stable funding; avoid the short-term interest, establish effective system.The innovation of this paper focuses on ideas innovation. It proposes to make a system consideration on the eco-compensation of significant water diversion project. We implement eco- compensation not only for immigrants but also for non-immigrants, not only reservoir companies but local government. It is in favour of harmonious development of the reservoir and external regional, promotes social harmony.
