The Development Of Carbon Finance In The Northeast Industrial Base

Northeast Industrial Base is the China’s traditional area of the heavy industry. In the time of planned economy, it is called "the eldest son of the republic". While as the long-term development of heavy and chemical industries, air and environmental pollution problem is particularly serious in the region. The region’s development is over-reliance on the energy of the mineral resources of coal, oil, etc. Energy-intensive industries and resource-intensive industries accounted for too large proportion of the total economy. Today, these industries are obviously not suited to the needs of China’s economic restructuring and industrial upgrading. In resent years, the concept of environmental protection has been widely accepted. The concept of low-carbon economy and carbon finance is increasingly popular. The emergence of low-carbon economy is the opportunity for the economic restructuring and industrial upgrading in the Northeast Industrial Base. Carbon finance is necessary to seize this opportunity. I believe that the Northeast Industrial Base should develop the carbon finance.Based on the above ideas, this paper is divided into six parts. The first part of the paper describes the background and development of international carbon finance. Secondly, the paper reviews some literature about the the development of domestic and international carbon finance theory. In the third part, the paper introduce the development of the carbon finance and market Then, by comparing the low-carbon competitiveness of the major industrial areas in China, the paper summarize the unique advantages and disadvantages of the Northeast Industrial Base, and analysis the opportunities and challenges by SWOT analysis. The fifth part put a series of specific measures for the specific situation. The last part is a summary of this study.In the process of analyzing the low-carbon competitiveness, I make a general evaluation of the various provinces and cities from the economic efficiency, natural resources and social development. Then I use the SWOT analysis and summarize the Northeast Industrial Base’s strengths and weakness in the development of carbon finance, and the opportunities and challenges that may be encountered. These analyses could support the research on the development of low-carbon finance. What should be done for the Northeast Industrial Base to develop the carbon finance? In order to give comprehensive suggestions, the paper, according to regional advantage that summed previously and the developments of the carbon finance, gives three recommendations, includes:police support, infrastructure aspect and finance aspect.
