A Empirical Study On Towns’ New Rural Endowment Insurance System

Because of the improvement of our country economy and social development and the acceleration of urbanization process, the young people of rural migrant workers are surging, which leads to a large number of empty-nesters in rural areas and continuous rise of the proportion of rural ageing population. At present, due to the increasing miniaturization of family size and the living tendency of intergenerational separation, coupled with the weakening of the concept of family endowment and the gradual degradation of land function, the family endowment has gradually lost the material and realistic basis, and the endowment problems of rural residents have become more and more serious, so rural areas are more urgent than city to establish corresponding social security system to solve the problems of rural endowment. In order to solve the rural endowment problems and ensure the basic livelihood of rural residents, the government has always been actively exploring the rural society endowment insurance system which is suitable for our present economic development situation. On September1st,2009, the instruction of carrying out new type of rural social endowment insurance pilot was issued, which put forward that we should explore and build new rural social endowment insurance system which combines personal contributions, collective allowance and government subsidies under the principle of maintaining basic life, covering widely, being flexible and sustainable. New rural social endowment insurance system is another important policy after our country abolished the agriculture tax and carried out direct agricultural subsidy and new rural cooperative medical service, which will reduce rural children’s endowment burden to some extent, improve peasants’life quality and provide basic security for the rural old people. At the same time, building new rural social endowment insurance pilot will make the rural social security system more perfect, the urban and rural social security system more complete. This will play an important role on ensuring social fairness and stability, narrowing the gap between urban and rural areas and solving "San Nong" problems.This article selects Xingji town, CangCounty, Hebei Province as a pilot study, and analyzes the local implementation of new rural social endowment insurance system concretely. It tries to find the disadvantages in the implementation to provide important suggestions and measures for local new rural social endowment insurance system in theoretical and practical aspects. This has important significance on perfecting Chinese towns’ new rural endowment insurance system.This article is divided into four parts:The first part is introduction, which describes the background and significance of the topics, domestic and international literature review, research ideas, structure arrangement and lack and innovation of this article.The second part is development history and characteristics of China’s rural endowment insurance system. In this section, it firstly reviews old rural endowment insurance system. Then it describes new rural endowment insurance system policies. At last, it analyzes the characteristics of new rural endowment insurance system by contrasting the policies of new and old rural endowment insurance system.The third part is empirical study on new rural endowment insurance system in Xingji town, CangCounty, Hebei Province. In this section, it firstly introduces basic situation of Xingji Town and data sources. Then it introduces implement situation of Xingji’s new rural endowment insurance system. Next, it analyzes the pilot’s effects and results, mainly the influence factors of insurance rate. At last, it describes problems in implementation process.The fourth part is suggestions and measures to perfect Chinese towns’new rural endowment insurance system. This section gains extension and expansion on a national scale, and puts forward suggestions and measures to perfect our new rural endowment insurance system.
