Analysis On The Problems And Countermeasures Of The Social Endowment Insurance Of Urban And Rural Residents In Chongqing

As an important part of our country’s social security system,endowment insurance system is one of the public services provided by the service-oriented government,and it is paid more and more attention by academics,industry and the public.However,due to the long-term "dual society" influence,the endowment insurance system in the classification and membership of the criteria to determine the multiple,urban and rural areas,employment,etc.become the standard of identity policy standards,which led to theendowment insurance system becoming fragmentation.With the accelerated pace of urbanization,the mobility of personnel has become the norm,the endowment insurance system fragmentation differences exist for a long time,and sharp contradictions also exist beteen urbanization and urban and rural integration.To enhance fairness,adapt to liquidity,to ensure sustainable focus,the establishment of a endowment insurance system which can cover all the urban and rural residents has become a challenging reality.In September 2009,the General Office of the State Council promulgated the Guiding Opinions on Carrying out the New Rural Social Endowment Insurance Pilot,and decided to select 10% of the county(city,district and flag)to carry out the piloting work of the new rural social endowment insurance(hereinafter referred to as the "New agricultural insurance"),Chongqing City is listed in the pilot cities.According to the spirit of the document.Chongqing City,in combination with their own actual issued the "implementation opinions of Endowment insurance system for urban and rural residentsin Chongqing",selected 15 districts and counties for Endowment insurance system for urban and rural residents piloting.Less than two years,in April 2011 That is,to achieve a full coverage of the system,walking in the forefront of the country.However,in the process of the author’s study,it is found that there are still many problems in the implementation process of theEndowment insurance system for urban and rural residents.This paper analyzes the current situation of the Chongqing’s Endowment insurance system for urban and rural residents and finds out the main problems and the causes of the problems,and then puts forward the suggestion to further improve the Endowment insurance system for urban and rural residents in Chongqing.There five parts in this paper: the first part,the introduction,the brief introduction of the research background,the purpose of the study,the research ideas and methods;the second part,the definition of relevant concepts and domestic and foreign literature review;the third part,comparison of the domestic urban and rural residents pension insurance system;the fourth part,the establishment of the endowment insurance system for urban and rural residents in Chongqing;the fifth part,the countermeasures and suggestions on improving the endowment insurance system for urban and rural residents in Chongqing;the sixth part,the research conclusion and the prospect.
