The Strategy Research On Promoting The New Rural Social Endowment Insurance System

With the increasing of the aging population, the problem of rural social pension has becoming the focus of the state and local governments, and is also an important topic for scholars. Henan Province new rural social endowment insurance pilot work from 2009 officially began, the trial operation area 21, including Yancheng District, Luohe City, it has been more than six years and achieved obvious social and economic benefits. The establishment and improvement of the new rural social pension insurance system can improve the problem of rural population aging, and benefits to narrow the gap between urban and rural areas and improve the living standards of farmers.This paper takes Yancheng District, Luohe city, Henan Province as an example, and analysis the new agricultural insurance pilot implementation comprehensively. Investigation and analysis method is adopted in the investigation and analysis. Through the statistics department, we select the Yancheng District 9 Township 200 villagers as the research object, the survey includes basic situation of visit people and their families and the new agricultural insurance policy cognition and satisfaction, grasp the implementation of the practical effect of new agricultural insurance, on this basis, we analysis the existing problems of the new agricultural insurance policy in the operation, and put forward constructive suggestions to solve the problems, which can improve new agricultural insurance policy,and truly patronize to the peopleThis paper includes five parts. The first part is introduction, firstly, the paper introduces the research background and purpose, and summarizes the related research at home and abroad, then the content and methods are described in details, finally the innovation and deficiencies are pointed out. The second part mainly introduces the relevant concepts and theoretical basis. The third part discuss the basic content, development status and the historical process of social endowment insurance system in Yancheng District and its necessity and feasibility. The fourth part is the implementation effect analysis. Taking Yancheng District 9 Township 200 villagers for example to analysis its effect and existing problems about the new rural social endowment insurance. The fifth part puts forward measures and suggestions from different angles about Yancheng District for dealing with the existing problems, which can promote the new rural social endowment insurance more efficient and better service to the rural residents.
