The Effecting Factor Research On Energy Cooperation Between China And Russia

Energy is the basic support to the national economy, it’s also the blood and power to the development of national economy. The energy problem has become a hot spot. Our country’s energy supply-consumed ability is not balanced, most of the domestic demand mainly relies on imports, there’s a increasingly prominent contradiction between energy supply and demand. While Russia’s energy reserves are relatively rich, its huge energy production and exports have made Russia play more and more important role in the international energy competition. The big energy demand countries, such as the USA and Japan, have taken all kinds of strategic measures to cooperate with Russia, scrambling for the energy resources. In this context, in order to solve the supply-demand contradiction, safeguard our country’s energy security and realize the sustainable development of national economy, our country should use the favorable conditions, for example the good diplomatic relations with Russia, the geographic advantages, to actively cooperate with Russia for more cooperation intentions and export share. In recent years, energy cooperation between China and Russia has achieved remarkable results both in energy cooperation development and trade volume growing, but also appeared some problems such as the lack of clear price mechanism, the imperfect cross-border investment mechanism and the lack of energy technology cooperation. Although there are these problems, the energy cooperation between China and Russia still presents a development trend of expanding, depth increasing and achieving the "win-win". Under the guidance of the H-O theory, the institutional cooperation theory and the regional economy integration theory and based on the achievements and problems energy cooperation between China and Russia, the article deeply analyzes the effecting factors in the energy cooperation between China and Russia, confirms the phenomenon of "the more expensive, the more to buy" and the rigid energy demands in the national economic development by the method of the qualitative and quantitative analysis and the theory and empirical analysis which further makes clear that our country should strengthen energy cooperation with Russia and it’s necessary to get more energy pricing power in the intemational market. Then put forward the solutions and strategies on solving the existence of problems and restriction factors in energy cooperation between the two countries.
