Research On The Optimization Program For Hunan Oil Corporation’s Transportation Of Property Reform

The reorganization&division of state enterprises is a major initiative to look for development and solve the historical problems rationally. Many new problems involved in operational process are in groping since the reorganization&division of the state enterprises is deepening. We must appropriately solve the problems such as status conversion of state enterprises staff, giving consideration to both the state enterprises and the employees, employee stock ownership and the survival of reorganized enterprises. Solving these problems appropriately is the preconditions and foundations to a successful reorganization.The subject of this study—Hunan Petroleum Company which is an unlisted sales branch of Sinopec. Followed the stratagem of "developing main businesses and withdrawing from non-core businesses" of Sinopec, Hunan Petroleum Company have token a series of measures to reform structure including reorganization&division and organization transformation.There are four parts including exordium in this paper which briefly discusses the theories of organizational reform, property rights, transaction cost, labor relationship and corporate governance and how to use these theories during the practice of reorganization&division. This article chiefly describes the whole reforming process in transportation system and other non-core businesses in Hunan Petroleum Company. And then evaluating and diagnosing this reforming practice by the model of organizational change system diagnostic in order to find out the problems in enterprise restructuring. At the same time, this article makes a research on the optimization program about the reform of transportation system and other non-core businesses in Hunan Petroleum Company according to the problems identified. At last, on the basis of the proposed problems which should pay attention to, the security measures in the implementation are brought forward.Generally restructuring of enterprises is irreversible, so optimization scheme proposed in this paper can not change the reality that the enterprises have been restructured already. But the program can still be used for reference in further reform and development, and it can also give a light to other enterprises’ reorganization&division.
