The Comparison Analysis Of Land Management Policies Of Shanxi-Gansu-Ningxia Border Region County

Land resources is our most precious resource, it is the material foundation of human survival and development, the labor material of social production. It is the basic means of agricultural production, the basis and source of all production and material existence. Particularly in our country with many people and limited ground, how to make full use of the land natural resources is a difficult problem which we have to face on. Therefore, the scientific and reasonable system of land management policy is very important. Historically, in the Anti-Japanese War such a special historical period, the wise CCP once had the bold exploration of the land management policy in the Shanxi-Gansu-Ningxia border region. During the Eight years of the Anti-Japanese War, with the changes of the political situation in the border region, the land management policy had been changed, there are some changes of the resistance of land management in the late part on the basic policy, it is the party central committee who proposed land management policy adjust measures to local conditions with the big picture, and on the basis of the land management policies, it is a revelation for our today’s land management.At present, the party central committee and the state council pay more attention to the rural land management problems, but the actual land management situation is still not satisfied. In the countryside, more and more farmers lost land, most farmers with land also facing the problems such as the decrease of land, the behind management. This paper is try to learn from historical experiences and lessons, combined with the present situation of the current rural, and then makes full use of the land resources.This paper views on this specific period of the Anti-Japanese War, make a contrast analysis of the land management policy in the shanxi-gansu-ningxia border region before and after the war. First the analysis of the old revolution with the land management policy, pointing out the problems existed. After the introduction of the series of land management policy formulation and implementation background in the Anti-Japanese War, I pay more attention on the analysis of the land management of the border region policy atmosphere, the rule of law measures, implementation and performance and policy deviation before and after the war, finally get the continuation of the policy and changes through the comparative analysis of the periods before and after the war. This paper applied public policy and historical research method, to re-present the land management policy of Shanxi-Gansu-Ningxia border region in the Anti-Japanese War time from the angle of comparison and analysis, on the one hand, re-show the history of this period reduction. On the other hand, the enlightenment of the contrast still has the profound practical significance for our today’s land management. There are three innovations in this paper. Based on the historical experience of land management to our enlightenment do end, it has a very deep significance.
