In order to stimulate rural consumption, the government have taken a series of measures,such as "home appliances going to the countryside"、"agricultural machinery going to the countryside", all of those measures have improved rural consumption to some extent. However, due to many problems of rural development, especially the unreasonable income structure (big income gap and unreasonable income source), which makes rural consumption cannot be fully stimulated. This paper will study the relationship between Jiangsu Rural Residents’income resource structure、income class structure and consumption structure. At last, putting forward some suggestions according to the variability of an individual from the perspective of optimize income and consumption to stimulate Jiangsu rural consumption.Firstly, this paper will use methods of qualitative analysis combine with quantitative analysis to study Jiangsu Rural Residents’current situation of income structure and consumption structure. Secondly, using ELES model to analyze Jiangsu Rural Residents’ Average propensity consumption Basic consumption the proportion of basic consumption to total consumption. Thirdly, building model to study how basic income and extra income influence consumption of all kinds.The conclusions are as follows:Jiangsu Rural Residents’basic income is the main income,but the basic income gap is so big; extra income is much less and extra income gap is also big; a large proportion of consumption is for survivability and development and only a small proportion of consumption is for enjoyment; residents with low、middle-low income are at a very low consumption level; households with high-. middle-high income are at a very high consumption level; basic income cannot improve consumption fully; extra income can improve rural consumption more; households with low income have the strongest consumption motive, but the weakest consumption ability; households with high income have the strongest consumption ability, but the weakest consumption motive.The suggestions are as follows:On one hand, promoting Iow、middle-low、middle income group’s revenue growth by increasing farming income through price regulation, improving salary income through varies of channels, optimize the government’s Revenue Transfer Policies, speeding the increase of rural residents’ asset revenue. On the other hand, stimulating middle-high, high income group’s consumption by accelerating rural aging and medical insurance, improving rural infrastructure, regulating rural’s market order, improving the quality of rural’s consumption and service.
