With the rapid development of industrialization and urbanization, the contradictionbetween human and land in our country has become the most serious and outstandingproblem. On one hand is that the rapid development of economy and society needs moresupport of construction land. On the other hand is that the limited cultivated landresources needs better protection. The contradiction between them has always plaguedthe central and local governments. Therefore, to alleviate the contradiction betweenhuman and land, we must rely on the second way.China’s construction land mainly includes two parts: one is the urban constructionland, and the other is rural collective construction land. Along with the increasinglyperfect of the state-owned land market, its configuration function is continuouslyincreasing. Urban construction land use efficiency has been obviously improved. Thefocus of the future should be to improve the rural collective land market and improvethe countryside collective land use efficiency.This paper through the results of the study of the rural homestead exit drivingfactors and restriction factor, from the point of view of institutional changes inducedcondition, analyzed the benefits and costs of the action group. And on the basis offarmer intend to survey, establish the Logistic model to analysis the influence degree ofthe different factors on farmers’ decision.Finally, this paper gets the conclusions:(1) the current restricting factors ofhomestead exit are system factor, management factor and channel factors.(2) From thetheory of system vicissitude, the premise condition of homestead exit is that the centralgovernment, local government and farmers’ exit income is greater than the cost.(3)Householder age, the householder’s preference of the city, family population, theaverage per capita income, agricultural dependence and the number of buying insuranceare the most significant factors to Influence farmers’ will.(4) Homestead exitmechanism should include "constraint" mechanism, encouraging mechanism and otherrelated system.
