Research On Exit Mechanism Of Rural Housing Land In Hebei Province

With the rapid development of economic and social and the continuous advance ofurbanization and industrialization in our country, the shortage of the urban constructionland is becoming increasingly prominent, however the land utility for rural constructionhas always proved to be low efficiency, thus has caused the pressure of cultivated landmuch heavier. So it has become a problem to be settled that the cultivated land should beprotected and the domestic requirement for food should be met either, at the same time, thedemand of urban construction land should be met. It has become the realistic andinevitable choice to boost the efficiency of construction land, especially the efficiency ofrural collectively owned construction land, and the efficiency of rural housing land shouldbe put into consideration with first importance. At present time, the major problems of theutility of rural housing land are serious waste and low efficiency, what’s even worse, somevillages even have become “hollow villages”, there has been so many laid-up homestead,that’s why the reform on rural housing land system is crying out to be done. Our contry arecarrying out a new way of new-type urbanization and it would be opened a new chapter ofrural land reform. The exit mechanism of housing land in countryside is one ofexplorations for New Urbanization and an effective way to balance the supply anddemand of construction land, to optimize distribution of the urban and rural land resource,to realize the sustainable development of the regional economic and social.This article has taken Hebei Province as an example, through the combination ofqualitative and quantitative research methods, discussed and studied the exit mechanism ofhousing land in countryside. Firstly, this article starts from the current situation of thehomestead utility in Hebei Province, to understand the basic situation of the land. Secondly,by investigating farmers in Hebei Province and summarizing the survey data, the farmers’basic conditions as well as their willing and idea on homestead exit have been revealed.And this paper analyzes the sample data through using model of binary logistic regressionanalysis so that the factors of the farmers land exiting are analyzed from the perspective ofquantitative. Finally, a homestead exit mechanism has been establishmented in HebeiProvince. The main conclusions are as follows: (1) By the total amount of rural housing land in Hebei Province and the usage of ruralhousing land in different regions, showed that area exceeded and the situation of areaexceeded is different in different types, especially in Plains.(2) By investigating farmers in Hebei Province and summarizing the survey data, thebasic condition of the sample households has been revealed. And this paper analyzes thesample data through using model of binary logistic regression analysis so that the differentfactors which may influence rural homestead exit are analyzed from the perspective ofquantitative. The results are showed: the structure of family members, work stability, theproportion of non-farm income, the insurance situation of family members and conformityhave some influence to the willing of farmers’ exit homestead, especially work stability,the proportion of non-farm income, the insurance situation are the most significant of theabove factors. They revealed that the exit homestead farmers be afraid of their life.(3)The exit mechanism of rural housing land has been bulit on the mode, procedureand management, etc. On the basis of summary and practice, two types of homestead exitare put forward, one type is about the mode of homestead exit in suburban area (villages indowntown) and economically advanced regions, by the way of rural community or ruralapartment; the other type is about the mode in economically fairly backward regions orvillages with quiet shabby living conditions, by the way of the merger of villages, integralrelocation and optimization inside the village.(4)The system of rural housing land has been designed in the field of the improvementof homestead property right system, the usage of homestead to be paid and with a timelimit, an urban-rural integrated construction land market, the improvement of the socialsecurity system in the countryside and the establishment of the housing security system inthe countryside, in order to make laws and regulations on homestead more optimized.
