Since China’s reform and opening up, development of SEMS creates huge amount of jobs and strong economic growth in the process of30years of China’s evolutionary change. The development trend of SMES is rapid in recent years alone with deepening of China’s economy marketization. At present, the numbers of SMES account for99%of China’s enterprises, they have become the main force and power source of China’s economy. We understand that financing difficulty has always been a big problem for SMES by reviewing its development history and this problem has seriously hindered the development of China’s economy. China has repeatedly issued policies to help SMES solve this issue. Commercial banks provide better financing and high platform for SMES through its own financial products and service innovations.Since the end of last century, the rapid development of China’s industrial economy and the acceleration of industry consolidation have prompted a large number of supply chain based enterprises with integrated productions. Under the condition of rapid development in supply chain. SMES began to face new financing difficulties.By summarizing large amount of literatures at home and abroad, a detailed research is carried on to analyze supply chain financing model and risk assessment. This paper first introduced related concepts, functions and advantages of supply chain from the evolutionary economic perspective. This paper focused on confirmer wharf finance, financing storehouse and accounts receivable financing in regards to financing mode. Combined with business features of supply chain finance, a credit risk evaluation index system has established by using principal component analysis, calibration method and factor-analytic approach. Lastly, this paper puts forward countermeasures and suggestions in regards to current situations of Chinese SMES.
