In the context of rapid economic development, the level of science andtechnology continue to progress, road transport industry is also booming. By the endof2012, China’s highway mileage has surpassed4237500km, the highway mileage of96000kilometers, highway mileage of level A is68119kilometers, highway totalmileage of level two is320536kilometers. But along with the transition of themarket-oriented economy pattern, economic operation of the highway transportationcontradictions increasingly prominent. Especially in recent years the development ofthe process, the road transportation efficiency is low, the problems such as wastingresources increasingly prominent, has become the focus of state and relevantdepartments to step by step. Therefore, a reasonable performance evaluation of roadtransportation system is crucial.Performance evaluation of road transportation refers to the investment ofhighway facilities and transportation facilities and the output of highway passengerand cargo transportation function’s degree efficiency of the implementation ofcomprehensive measures, on the efficiency of transportation system a certainoperation period to make objective and fair and accurate comprehensive evaluation.Performance evaluation of highway transportation system, is conducive to timely findthe root cause of a potential problem, facilitate timely solve, countermeasures are putforward.This paper combed the related theory of performance evaluation, and then basedon the principles of input-output through property contracted method and expertconsulting method to build the final performance evaluation index system, by themethod of DEA (data envelopment analysis) and the model as the theoretical basis,application of DEAP2.1software to evaluate the overall road transportation systemperformance of Jilin province in2003-2012decade, At the same time based onDEA-Malmquist index evaluation method is introduced as the main research method of the article, conducting highway transportation system performance changes fordynamic analysis of Jilin province in2003-2012decade. Results show that: overall,the decade of Jilin province highway transportation system performance level is high,individual years a comprehensive technical efficiency invalid reason mainly is the sizedid not achieve the optimal efficiency. From the point of efficiency change,comprehensive technical efficiency although presents certain volatility, but relativelysmooth, pure technical efficiency presents "U" type trend, It means strength of Jilinprovince road transportation management is relatively weak. Scale efficiency changepresents slowly declining trend, indicating that Jilin province in road transportinfrastructure planning and construction remains to be further improved, the capacityto focus resources on the process of transportation market demand, according to themarket demand to adjust all aspects of the investment.
