Based On Elastic Enterprise Life Cycle Of Industrial Land Selling Annual Rent System Research

The survival time of enterprises is one of the most important variables during the research of the enterprise life cycle. Study on the influence factors and law of its development of different firms, from the perspective of enterprise life cycle, can be an important basis for the government to build the elastic transfer and yearly rent system of industrial land. In domestic research, because the lack of micro data of firms, it is still very short of the study on whether theory or empirical research on the connection between enterprise survival time and Industrial Land Lease System. This article investigates on the micro data of all firms in Shanghai from1995to2008to analyse the factors, which influence enterprise survival time, and comes to the conclusion that there is contradiction between enterprise survival time and the current land transfer time. By discussing the advantages and disadvantages of existing industrial transfer system and the trial land annual rent system, the text then puts forward and designs the elastic transfer and annual rent system, as well as provides the application modes of it, which makes up domestic research gap on it. This system endow the land use right the property nature, that permits land user to sublease, transfer and mortage the land use right, and also requires the land users to pay the first rent for the land use certificate and pay the rest of rent annually within the elastic tenancy. This kind of land supply mode is either same to the existing transfer system, or to the land annual rent system disscussed academically, but the hybrid regime of the two.
