After18years of difficult negotiations, Russia finally obtained formal approval tojoin the organization in the Eighth Ministerial Meeting of WTO on December16,2011.Russia’ accession to the WTO will bring a new situation and opportunities to multilateraltrade negotiations, and will play a positive role for the further improvement of the WTOrules.Russia is the world’s largest area of transition economies, the huge market potentialin today’s world market structure gradually emerged as one of the emerging markets toWestern countries and multinational concern and contention. Develop Sino-Russian traderelations, proactively analyze Russia’s multifaceted impact to the economic and tradecooperation between China and Russia, and thus prepared in advance, seize opportunities,meet challenges, has important practical significance to promote China’s steadyeconomic growth, strengthen the economy of Northeast Asia collaboration, to adapt toglobalization, to realize the maximization of national interests.The paper’s core is combing through Russia’s accession process and the commitment,the Sino-Russian trade profiles and the theoretical analysis of impact on Russia’saccession to the WTO on bilateral economic and trade. Analyzed the impact of Russia’saccession to the WTO on resource commodities, mechanical and electrical goods, lightindustry goods and high-tech goods.The entire paper is divided into six parts: Introduction described the background andsignificance of this study, the research status arrangements with the thesis framework andresearch methodology; the first chapter combed the process and major commitments ofRussia’s accession to the WTO; the second chapter outlined Sino-Russian trade profiles,China and Russia’s important position to each other; Chapter III analysis the way ofRussia’s accession to the WTO impacts on bilateral economic and trade, including thefour aspects of the impact of trade liberalization: tariff effect, trade creation effect, tradediversion effect and trade competition effect; the forth chapter attempted to analyze theeffect of Russia’s accession to the WTO to specific trade goods, for example, creat newtrade volume, or led trade diversion or trade competitiveness; Chapter V is theconcluding part of the thesis that China’s strategy to Russia’s accession to the WTO.The innovation of this paper is: First, the problem with the strong timeliness, usingthe latest data for statistical analysis, to reflect the dynamic changes in the economic fieldbetween the two countries. Second, most of the existing literature in this field confined toqualitative analysis only, there is little quantitative research, this paper did a lot morestatistical and comparative analysis. The third is to try the three angles from the tradecreation, trade diversion and trade competition effect of Russia’s accession to the WTOon Sino-Russian trade.
