Research On The Rural Elderly Social Security In The View Of The New Public Service Theory

With the advent of the population aging society, people focus their attention to theelderly and the social security of elderly is also on the agenda. Because of the specialsituation in China, there exist two different development roads in urban and rural. Theresult is that there are different politics in the old-age security of urban and rural’s elderly.These years, our country pays more attention to the urban elderly who are no land toprotect them. With the efforts of these years, the urban elderly have the basis securityafter their retirement. In contrast, the rural elderly people who are the same as thevulnerable groups have been neglected. No reliable source in economic, no money whenthey are ill, lack of care in daily life, lonely in psychology. This is a true portrayal of therural elderly in China. According to the sixth census, the urban population is49.68percent, and the rural population is50.32percent, the populations of rural residents are674million. The size of the rural elderly population is1.69times of the urban and theurban elderly population accounted for7.97percent. The proportion of elderly populationin rural areas has more than18.3percent. According to this proportion, the population ofthe elderly has got to123million. Thus, the pension issue in rural has become an issuewhich can not be ignored.As the elderly population is increasing year by year in rural areas, how to build thesuitable social security system of the rural elderly will be put on the agenda. In recentlyyears, for this problem, our government has implemented a series of relevant politics,such as the new rural endowment insurance system, the new rural cooperative medicalsystem and some relief system for the elderly. Undoubtedly, this is a big step forwardabout the social security system in the rural elderly in China. For the view of the policyimplementation process deviations and the people’s higher demands for servicegovernment. As the main responsibility, the government also needs to redouble theirefforts to improve the social security system of the rural elderly constantly. Only this way,the rural elderly can achieve their dream.This article is divided into five parts. The first part for the introduction,researchtopic origin and the significance, the related literature at home and abroad were summarized, the innovation points and the research methods. The second part, define therelevant concepts of the social security of the rural elderly and describes the basic contentof the new public service theory which provide the theoretical basis for the study. Thethird part, for T-town in Liaoning province as a case, and analyzes the current situationand the existing problems of the social security of the elderly in T-town. The fourth part,combines with new public service theory, analyzes the existence of T-town elderly socialsecurity issues. The fifth part, under the guidance of the new public service theory,strategic suggestions put forward to improve the social security problems of the ruralelderly.
