With the development of economy and society,the average life span of our country’s population has been increasing,and the proportion of the elderly population has continued to rise.Since 1999,China has officially entered an aging society.China’s urban and rural elderly population is unevenly distributed,and the elderly care problem in rural areas has become the focus and difficulty of the elderly care security work.With the accelerating process of urbanization,young and middle-aged rural labor have flocked to cities to seek more development opportunities.A large number of left behind elderly people have emerged in rural areas,making the pension problem in rural areas more and more serious.Solving the problem of providing for the elderly in rural areas is an inevitable requirement to meet the people’s yearning for a better life,and also a necessary task to build a well-off society in an all-round way.Based on the hierarchy of needs theory,welfare pluralism theory and multi-source theory,and on the basis of relevant literature research at home and abroad,the paper adopts interview,questionnaire survey and other research methods to conduct questionnaire statistical research from five aspects of the basic situation,economic situation,medical security situation,spiritual needs situation and life care situation of rural elderly in J County,and reveals the current problems of rural elderly care in J County.Through the research,it is found that the elderly care in rural areas of J County,Shandong Province mainly has the following problems: lack of spiritual comfort,weakening of traditional pension mode,lack of medical security,inadequate infrastructure construction,etc.The causes of the problems are mainly the imperfect pension system,insufficient pension funds,the imperfect social service system and the lagging development of the pension industry.The main content of the plan is to innovate the rural home-based elderly care service model,improve the rural medical service system,establish a "Internet plus+shared elderly care" service platform and change the concept of rural elderly care.Finally,the plan implementation safeguards are proposed from four aspects of organization and policy,culture,funds and personnel.
