As the change of domestic and international situation, the railway construction market has been adjusted the configuration, make the market more competitive, and the external environment is abominable. So it is very difficult to outbid and profit. At present, the quality management, the schedule management and costs management are generally not high in china’s railway construction enterprises. If they want to achieve victory in the competition, they must improve their quality, schedule and costs management level to ensure that their competitive position and profit level.The project cost management of Hang-Yong passenger line was studied by using literature review method, example research method, quantitative research and qualitative research method and so on. The project’s cost management process of Hang-Yong passenger line was introduced in detail from the project cost forecast, plan, control, accounting and assessment etc. The cost of division was forecasted and each item cost was planed according to detailed decomposition results of project by WBS method in the forecast and plan of Hang-Yong passenger line. These work provided detailed basis for cost management,and laid the foundation for the realization of the cost target. At the same time, a practical and effective cost control measures was established from the organization, technology, economy, secondary operation, earned value method application and other aspects.The successful experiences of cost management in Hang-Yong passenger line were summarized from many aspects, such as the application of target cost method, construction technology, the application of earned value method, the secondary operation, the cost management of mechanical equipment, the cost management of materials and safety of production and so on. At the same time, some questions about labor management, procurement of materials, materials management information, the consciousness of cost management and the assessment system were pointed out.
