After more than ten years of development and operation, the urban land reserve of Chongqing which was leaded to government promote the rapid development of the real estate industry.It has also raised a lot of money for urban construction and enhanced macro-control ability of the government of the land market.However, with the in-depth development of the operation of the urban land reserve in Chongqing, we found that the current land reserve system is increasingly unsuited to the needs of the land marke,.More and more risk has been showing up in the urban land reserve.We believe that the urban land reserve of Chongqing is still at an immature stage both in theoretical research and in practice.There are many urgent research to solve these problems. The risk management of the urban land reserve has not formed a system.It can not guide the practice of land reserves by a quantitative method.With the learning from practice experience of the urban land reserve at home and abroad,and reference to the existing theory research,we analyzes the reserves and failures in the urban land reserve of Chongqing on the basis of economic development in Chongqing. We think that the risk in the urban land reserve of Chongqing including4types, policy risk, market risk, financial risk, operational risk,and12sub-categories.We prsesnt that setting the risk coefficient of variation to establish the risk assessment model and quantitative assessment the urban land reserve of Chongqing.Then,we try to find a breakthronggh and innovation in risk prevention of Chongqing’s urban land reserve.Firstly,building management system of public management objectives.Secondly, strengthening the operational capacity of land reserve institutions.Thirdly,relying on external forces such as financial institutions.
