Since the mid-1990s of the Last century, China’s industrialization and urbanization process have accelerated and entered into a rapid socio—economic development stage. Under the condition that investment has become the main engine, the rapid economic growth inevitably evokes excessive expansion of investment that leads to the national economy growing too fast and structural imbalance. The macroeconomic regulation and control in this period is to achieve the balance of total social supply and demand, also to adjust and optimize regional industry structure, to promote the healthy and sustainable development of national economy. Since entry into the new century, facing with a complex macro. Economy situation, central government actively make use of the land policy to regulate and control the macro—economy, so that it has been serving as another macro control policy except fiscal policy and monetary policy. On the study of land policy to regulate and control the macro economy, there are obvious deficiency and blank space either the overall research level or the specific content, therefore, it is necessary to analyze and perfect China’s policy of integrating land in macro regulation through combing the theory and demonstration.To implement the policy of integrating land in macro regulation helps to standardize and develop the land market, hold back haphazard investment and repeated construction in some industries and areas, adjust rationally investment scale and industry structure, strengthen national capability of macro regulation, and ensure the national economy to develop stably and well. Study of the policy of integrating land in macro regulation, is the research of cross science of land policy and macroeconomics, and the new development of these two subjects in special economic development stage. The study exploits the function of land policy in macro economy regulation, enriches the content of macro regulation policy, and perfects the current macro regulation mechanism. The purpose of this dissertation is through theory and positive study, to analyze the internal function of this policy, and suggest the concrete content of this policy, so as to supply scientific reference for constituting the mechanism of integrating land in macro regulation.Combing with the actualities of integrating land in macro regulation, this dissertation researches the theoretical foundation of the policy, the paper outlines the concept and meaning of macro regulation, and retrospects the history of macro regulating land, then defines the connotation of the mechanism, analyzes its means, characteristics, significance, and limitation. Next, beginning with the analysis of the system conditions, the paper studies internal function process of the policy. Finally, the study analyses the forms of land provision, price, revenue, and financial policies in macro regulation.
