Studies Of Exerting Land Policy To Promote The Region Economy Coordinated Development Countermeasures

China’s first regional economic development is in the "Ninth Five-Year" Plan in1996. Since the reform and opening up, China’s regional economic development does not achieve coordination. Increasing regional differences,’isomorphism of the regional economic structure and the prevalence of local protectionism are all non-conforming performance. These performances closely linked to both macro-control policy and to the existing land policy in China. In theory and practice, the land policy as a tool of macroeconomic regulation has been generally recognized, and land policy and regional economic co-ordination being the causal relationship has not reached. It is undeniable that the formulation of land policy in practice does affect the coordinated development of regional economy.In China, land policy includes land property rights of land policy and economic policy, construction land policy, and cultivated land protection policies, land planning policy and regulatory policy. These policies decide land supply, land use and land utilization of resources. This paper, in the point of the view of economics, analyses land supply constraints, resource endowment of land use and land-use structure which influence the coordinated development of regional economic. This influence is likely to promote the harmonious development of the regional economy, or to hinder the coordinated development.This paper is based on the existing land policy, and analyzes that the six policies all hinder the coordinated development of regional economic, which are including the property rights policy, economic policy, the policy of construction land, farmland protection policy, land planning policy and regulatory policy. Finally, according to the above analysis, this paper makes reasonable countermeasures of exerting land policy to promote the region economy coordinated development.
