Home and abroad literature to study industry cluster most concentrated on its formation and influence,this paper quantifys it as important indicators and focus on its impact on industrial competitiveness,to explore the way to enhance industrial competitiveness of Chongqing.This paper theoretically introduces the mechanism which the industry cluster actions on the competitiveness of the industry. It researches the correlation between clusters and competitiveness in Chongqing industry, for example transportation equipment manufacturing (location quotient value supreme) and instruments, cultural and office machinery (location quotient value lower) by establishing the industrial cluster and industrial competitiveness evaluation index system.Both of the correlation coefficients between the industry cluster level and competitiveness are above0.8.On the basis of the relevant cointegration analysis, it’s concluded that the positive influence the cluster gives to the competitiveness is long-term and stable. The elastic coefficient of the cluster to the competitiveness in Chongqing transportation equipment manufacturing is1.97,while in instruments,cultural and office machinery is1.19.Obviously, the higher the degree of industrial clusters,the greater the cluster effects on the competitiveness.The key measures of cultivating industrial cluster are proposed, based on the theory and empirical analysis. Specifically, combining the original industrial cluster advantages in chongqing, this paper puts forward the strategy via developing strategic emerging industry cluster to enhance the Chongqing Industrial competitiveness.From perspective of the external factors-industrial clusters that influence industrial competitiveness,this paper studys the causes of industrial clusters in less developed regions and its impact on competitiveness.Something new in this paper is that using the domestic "Six Factor " theory about the industrial competitiveness quantitatively while building industrial competitiveness evaluation system.
